Community Service Programs


The Office on Youth offers two branches of community service for court-involved youth.  The first branch, the Youth Community Corps was created as a group approach to community service work.  The second branch is intended to be a more individual approach, where many businesses and other locations provide service opportunities for youth to attain their hours.

The Youth Community Corps (YCC) Program

The Youth Community Corps (YCC) program was established by the Rappahannock Area Office on Youth and provides an opportunity for juveniles to complete court-ordered community service work hours in a group setting and in a timely and efficient manner.  The projects taken on by the YCC program are community based and occur throughout the counties of Stafford, King George, Spotsylvania and the City of Fredericksburg.  Through the YCC program, juveniles are engaged in responsible and challenging actions for the common good.  This program provides structured opportunities for juveniles to reflect critically on their service experience.

YCC Program Goals:

H elp encourage the development for critical thinking and problem solving skills through community service projects.  In tackling issues that are facing the community, a meaningful community service experience will be provided to both the community and the YCC participants.

O wnership and a sense of responsibility to the program will only increase as the group cohesion, self-esteem, and a sense of accomplishment are established by successfully working together to create positive change in the community.  The YCC program will further serve as a spring-board of encouragement to advocate positive involvement in community programs and projects.

P ositve experiences will be provided to the YCC participants through their involvement in community programs and projects.  Their experience-based learning will incorporate reflection and processing sessions on the community service.

E ncourage the development of civic responsibility and serve the YCC participants as a reference or referral to seek employment, or further volunteering.

Time Period:

The YCC group sessions are typically run on Saturdays and last three (3) weeks.  Each juvenile enrolled receives eight (8) hours of community service work completed for each day/date worked.  With SUCCESSFUL completion from this program, an additional amount of hours may be credited.  Each YCC group session has pre-arranged community service projects.  These projects provide necessary services to the community and are completed by the youth.

Placement in the Program:

Participants into the program are referred through:

  • Juvenile and Domestic Relations court
  • Court Service Unit
  • Area Agencies
  • School Personnel

YCC Participant Responsibilities:

  • Contracts and release forms must be signed by parent/guardian and participant by the due date to ensure enrollment.
  • A fee of $25.00 will need to be collected on the first day of the program or returned with the contract to help offset the costs of the program.
  • Transportation to pick up and drop off site is the YCC participant's responsibility and must be arranged prior to the scheduled program days/dates.
    **Not being able to arrange a ride to pick up and drop off sites is NOT a valid excuse for absences.**
  • Appropriate behavior is an asset to the program and should be demonstrated.  Failure to cooperate with program rules will result in dismissal from the program.
  • Anticipate projects, dress appropriately for weather and conditions. Projects may include but are not limited to:
    • Neighborhood clean-up projects/campaigns
    • Litter control
    • Painting, general repairs, assembling
    • Gardening, cleaning, sorting
    • Special events

The significance of group cohesion in the YCC program warrants that the SAME participants need to participate in the contracted/scheduled days/dates.

Office on Youth Responsibilities:

  • To keep a record of each participant and service performed and submit to the referring agency.
  • To provide adequate supervision and instruction during the YCC programs.
  • To provide any information regarding program rules and placements to parent/guardians and referring agencies.

YCC Volunteer Opportunities & Supervisors/Facilitators Openings:

Purpose:  To help facilitate, monitor and maintain organized community service projects in the counties of Stafford, King George, Spotsylvania, and the City of Fredericksburg.

Qualifications:  Ability to work well with youth, take initiative to begin and follow through with projects.  Previous work with youth and volunteering is helpful, but not necessary.  Supervisors are to submit to a background check.   Training/Orientation is provided by our staff.

**PLEASE NOTE: If referred to do your community service hours through the Office on Youth, YOU MUST HAVE THE PROPER PAPERWORK BEFORE GOING TO THESE SITES!!**

 If you have community service hours to complete but are not required to do those hours through the Office on Youth, you can go directly to the service site.
